Data share policy

The Hydrographic Institute (HI) is an organization of the Portuguese Navy with attributions in the study and investigation in the scope of the Sciences of the Sea, particularly with respect to Hydrography, Physical Oceanography, Chemical Oceanography, Marine Geology and Maritime Navigation Safety.

This Directive regulates the access, availability and prices related to the transfer of the Hydrographic Institute (HI) technical-scientific data. It does not covers others products price lists, already established, and  the provision of services. This Directive also does not apply to national protocols or commitments entered into with other entities for the transfer of data taken by the HI or the Navy.

Nature

  • Raw data are those that are obtained directly, coming from different sensors installed in equipment. They are not processed however, sometimes , is required their decoding or conversion to physical units . 
  • Processed data results from a transformation / manipulation operation for further analysis. These data have already been processed by reduced values or due the correction by equipment calibration and are usually the result of record compression.
  • Modeling data are obtained regularly, and are obtained from operational models whose objective is the analysis and prediction of real situations. They are direct observation data, but the result of computational processes, whether from internal systems or external to the Hydrographic Institute.

Ownership and Property Rights

  • Property - when the data are exclusively from the IH, which implies the right to its exploitation and the right to its destruction if maintenance becomes impracticable;
  • Co-ownership - when ownership of the data and / or information is shared with another or other entities, and the respective agreement or protocol has been established with the respective conditions of use and availability of such data and / or information;
  • Custody - where the ownership of the data and / or information belongs to another entity other than the HI, but where it contracts a service as a "manager" of data and / or information wtih it physical custody but without any power of availability to third parties.

Purpose of Use

  • Citizenship information or data - universal and free (which may include considerations about availability and quality of data and information);
  • Information or data for development - remunerated at symbolic price - cost of support - or possibly free of charge;
  • Information or value-added data - available at market prices.

Price

  • Free - Citizenship data available on the HI website with no charge to the user;
  • Marginal costs - Documents whose price only includes the costs of availability (human resources, support and postage);
  • No commercial application - Documents whose price results from the calculation of the costs of availability and acquisition (relationship with Public Administration bodies);
  • For commercial purposes - documents whose price includes the costs of availability, acquisition and margin of commercialization.
